PLEASE TAKE NOTICE the Village of Trumansburg Board of Trustees has scheduled a Public Hearing on August 8th, 2022 in the Main Meeting Room of the Village Hall, 56 E. Main Street, Trumansburg, New York, for the purpose of taking comment on Proposed Local 2 of 2022 entitled “Village of Trumansburg Videoconferencing Local Law”

Copies of proposed Local Law 2-2022 are available online at www.trumansburg-ny.gov, via email request to clerk@trumansburg-ny.gov, and the text of the proposed law is copied below.

The public hearing will take place in-person as well as by videoconference and conference call, accessible to the public through the Zoom meeting service at https://us02web.zoom.us/j/89726679850 or by telephone at (929)436-2866.

Additionally, public comment may be submitted in advance in writing to 56 E. Main St., Trumansburg, NY 14886, or via email to deputyclerk@trumansburg-ny.gov. Written comments will be accepted until 4 pm on Monday, August 8th, 2022.

PROPOSED LOCAL LAW NO. 2 OF THE YEAR 2022

Village of Trumansburg, County of Tompkins

Village of Trumansburg Videoconferencing Local Law

Be it enacted by the Board of Trustees of the Village of Trumansburg as follows:

SECTION 1 – LEGISLATIVE INTENT

It is the intent of this local law to give the Village’s public bodies, as that term is defined in Public Officers Law §102, the authority to participate in meetings via videoconference in a manner consistent with the Village’s videoconferencing policy and the authority granted in Public Officers Law §103-a.

SECTION 2 – AUTHORITY

This local law is adopted pursuant to Public Officers Law §103-a which expressly authorizes the Village Board of Trustees to adopt a local law giving the Village’s public bodies the authority to participate in meetings via videoconference from locations not accessible to the public so long as a quorum of the body participates from locations where the public may be physically present and other conditions are met.

SECTION 3 – VIDEOCONFERENCING FOR PUBLIC MEETINGS

The Board of Trustees of the Village of Trumansburg hereby authorizes members of the Village’s public bodies to participate in meetings using videoconferencing technology in a manner consistent with Public Officers Law §103-a and the Village’s videoconferencing policy as adopted or amended by the Board of Trustees.

SECTION 4 – SEVERABILITY

If any clause, sentence, paragraph, subdivision, or part of this Local Law or the application thereof to any person, firm or corporation, or circumstance, shall be adjusted by any court of competent jurisdiction to be invalid or unconstitutional, such order or judgment shall not affect, impair, or invalidate the remainder thereof, but shall be confined in its operation to the clause, sentence, paragraph, subdivision, or part of this Local Law or in its application to the person, individual, firm or corporation or circumstance, directly involved in the controversy in which such judgment or order shall be rendered.

SECTION 5 – EFFECTIVE DATE

This local law shall take effect immediately.
